On February 19, 2004, more than 30 Indonesian Falun Gong practitioners went to the Chinese Embassy at Indonesia despite the windy and rainy weather to commemorate the several dozen Falun Gong practitioners who were recently tortured to death in China. The practitioners held a peaceful appeal in front of the Embassy to urge the Chinese government to bring to justice the chief perpetrator of the persecution, Jiang Zemin and his followers Luo Gan (Member of Standing Committee of Political Bureau of Communist Party, Secretary of Political and Legal Committee of Communist Party), Liu Jing (Deputy Minister of Public Security Department, Deputy Director of "610 Office"), and Zhou Yongkang (Minister of Public Security), who are directly responsible for carrying out the persecution of Falun Gong.
